Sirs,

Sub: Non- compliance of the Standards of Quality of service and the
time limits in grievance solving of the Telecom Consumers within the
stipulated time frame by the Reliance Telecommunications Ltd.(R. COMM.)

1. TRAI has been entrusted to discharge certain functions interalia – Protect the interest of consumers of the telecom sector , lay down certain standards of Quality of Service by the operators and ensure the implementation and conduct of the said standards and benchmarks , so as to protect the interests of the consumers.
2. This complainant regrets to say that openly and defiantly the above telecom Operator in Mumbai has failed to apply the Quality of service standards and to reply/resolve the consumer grievance within the stipulated time limit of parameter specified in regulations 3 to 6 as framed by the authority in 2010.
3. Enclosed herewith is a copy of two page ( front and back of the sheet) correspondence exchanged between the this complainant ,various grievance solving authorities of the my tele-com operator R COMM.
On page 2 of this copy , you would kindly find the details of the dispute/grievance raised by
me as the then subscriber of R COM Cellular no. [protected], which was terminated due to deportation of the same. My first grievance was about the “ wrong charging of Rs. 59.67/- even for the period the service remained terminated viz; between 25 th Aug.to 3 rd Sept. 2011. In spite o[censored]mpteen emails exchanged, the customer care office as well as the Nodal Officer FAILED to resolve the grievance .
My second grievance was about the delay in ‘Refund of Deposit by 17 days ( after the expiry of stipulated 60 days period ) . R Comm. Further compounded the offence by paying me an amount of RS. 6.92 /- less than the full deposit of Rs. 2000/- without assigning any reason.
I, therefore lodged these grievances too for redressal during November 2011. Then I was directed by AA of R.Comm. to go to the nearest Reliance Web store as they will have full account of the terminated phone. With all the original documents ,I met the store manager and he mailed a letter with all scanned documents to the concerned R.Comm. deptt. On 17 Nov. 2011 which is also on pg.2 .
4. As no reply came till 6 th Dec. ,I had sent a formal appeal to the Appellate Authority by Email as well as a hard copy by Courier . As per TRAI rules, the AA was supposed to reply/resolve my grievance but again he failed. In desperation, therefore , I sent A formal complaint on Email to [protected]@trai on 12 th Dec. 2012 with documents enclosed.(pg 1)
5. I am now aghast to note that even the statutory authority TRAI appears to have not acted on my complaint till date and my grievances remain unresolved with open impunity till date. Hence , I am now compelled to forward hard copies of documents under Speed Post.
6. I now, request the Hon. TRAI to take these rules violations seriously and if found correct, appropriately warn and fine the defaulting telecom operator R Comm. Ltd.
