Reliance Netconnect Broadband+ — Poor Broadband speeds

I have purchased Reliance Netconnect Broadband +. I have been using it for 1 year now. Despite their advertised maximum 3.1 Mbps speeds, I hardly get 100 Kbps speeds. I have called up the customer care many times. They keep telling me that the issue will be resolved within 15 days. But it has not been resolved still.
Also, as per the ITU standards, speeds of 256 Kbps and above are called broadband speeds. 100Kbps is not even close to that.
Please help me on this.

i completely agree with you... reliance gives poor poor poor net speed though we had opted for 3.1mbps.

let see and hope for the best that reliance guys might get into these complaints.
