Reliance Telecom — MNP COMPLAINT

My sim number is[protected].
My UPC code is IS283341.
I have ported my number from idea to reliance.I have applied it before one month.Submitted all the documents properly.It has been ported before 10 days.But the problem is that i"m unable to receive incoming calls,i'm unable to send or receive messages.The only thing i'm able to do is making outgoing calls and i'm able to recharge my number.I have contacted reliance customer many times,they are saying that system upgradation is going on please call after some times.No matter how many times i call them they are saying the same thing.I approached the retailer from where i bought the sim.He is saying that i cant do anything i"l give back the amount which you have paid.Whom should i approach now?
My number is very much important for me.
What is the compensation for this?
