[Resolved]  Shipra Krishna Vista — Delay in flat handing over after full payment & registration.

I had registered for a flat with Shipra Estate Limited and Jai Krishan Estate Developers Pvt. Ltd. on 23rd September 2009. I was allotted Flat in Shipra Krishna, 14, Ahinsa Khand, Indirapuram, Ghaziabad. I was promised that my flat would be allotted within one month from registration. I made the full payment and also paid penalty Rs.52, 000 for delay in instalment. After 1 month I have not yet received the flat or finishing work started. I paid penalty charge @21% but there are no rules for the builder
