Sub: Reg. Credit Card No.[protected] in r/o Mr.R.K.Khurana.
With due respect I would like to draw your kind attention to the fact that a Representative of Standard & Chartered Bank visited me in my office JNU, New Delhi-110067 in second half of 2004 for making Credit Card of Standard & Chartered Bank and he got filled up form and took the relevant papers and he also assured me that there will be no Annual Fee and no hidden charges because this scheme is open to Govt. Employees and Govt. Institutions and he went away immediately because he told me that he had to complete target of making maximum credit cards in a day so he was in hurry.
When I received Credit Card in December 2004 it was written below the Credit Card that “by using the enclosed Card, you are accepting the terms and conditions set out in the standard and Chartered Bank Credit Card Rules and Regulations and will be bound by them.” After that they have mentioned Annual Charges etc. Then I rang up to the Customer Care Centre that I am not interested in your Credit Card because it was assured by the Representative at the time of filling up form that no Annual Charges and no any other hidden charges will be charged. Then the Bank Official on phone told me that I should kept that card in the same conditions and should not use at all and then not using the Card it will be presumed by the Bank that the terms and conditions are not acceptable to the customer and facility will be immediately stopped and it will be treated as cancelled and no further statement will be sent. But even then on refusing they had sent statement mentioning charges and again I told many times in 2004, 2005 and in 2006 that I am not interested in your credit card because your Representative assured me of no Annual Fee and no other hidden charges and now you are mentioning in your statement which is great harassment and you are doing mentally tortured the Customer. Then Bank Officials from ITO said that we deploy unemployed persons to fill the Credit Card Form and if they give false commitment to complete their target even then we will recover the amount forcibly. Now, they have charged me Annual Fee and tax etc. to the tune of Rs.8000/- even refusing credit card facility in 2004, 2005, 2006. Now also they are threatening to recover the amount forcibly by sending men. I informed it to the Bank Officials of Customer Care on Telephone also that the Representative assured me that there will be no Annual Fee and no other hidden charges for the Govt. Employees and Govt. Institutions like JNU because this scheme is meant for Govt. Employees and Govt. Institution and this scheme is open for two days only. Earlier Bank Official in April 2007 said that Rs.958/- is outstanding. After two months again I received telephone call that Rs.2000/- is outstanding. Now the Bank Official Mr. Vijay Kumar Gupta of Legal Cell as disclosed his name said that Rs.8000/- is outstanding and he has requested me to pay Rs.4000/- only for clearing the total dues and threatened me that if this amount of Rs.4000/- is not given then we will be forced to recover this amount and he gave me a ring to pay Rs.4000/- for full and final settlement whereas I have been ringing since beginning that your Representative had promised me that no annual Charges and no other hidden charges will be taken and again I received reply from Mr.Vijay Kumar Gupta from ITO Branch, Delhi that we deploy unemployed persons to fill up the form and if they give false commitment even then we will charge the Charges which is unfair and harassment. After frequent telephones and threatening from Bank Officials and this Mr. Vijay Kumar Gupta “as disclosed his name on telephone” I and my family members are very much upset and very much feared due to the said threatening call by Mr.Vijay Kumar Gupta as a result my family life has disturbed because of no fault of mine.
Keeping in view the above, it is my humble submission that an appropriate action may be initiated against the concerned officials of the Bank and they may be instructed to stop these malpractices.
