Standard Chartered Bank — Huge Charges built even after Card cancellation

I have been using Standard Chartered Credit Card for more than 10 years, and have faced issues with Billing - as non-receipt of statement etc, several times in past but I used to make payment after checking with Phonebanking.
I have always cleared my dues in full, within the due date, and noways for any credit card kept any outstanding.
In such a scenario, why would I keep Rs. 300 or Rs. 500/- pending for SCB account clearing and closing ??

In Aug-2010, I had dropped a cheque of Rs. 3.0Lacs, which was refused as received by bank on due date, in my confirmation call, and I was asked to make online payment to avoid charges, with stop payment of cheque issued. I did so in 30 minutes. time and confirmed to bank. Even after that, Cheque reached my bank the very next day ?
I was charged for Cheque return, non-payment and other charges - which was already clarified - while making the payment.
When I requested for closure and cancellation of the card and relation - somehow the yearlong time was taken with calls from various people and promises to clear this mess. Then the issue pending from Nov-2011, was promised to be cleard, was not cleared till March 2012, and I was informed that Supervisor need to intervene as its more than 2 months old matter. I could not speak to Supervisor, even after holding the call for 20 mins. I was told that Supervisor will call back, but it never happened.
Every time I tried to speak to Phonebanking/Customercare, there is alternate given to call others or write a mail - and mails are not responded in time - or not even read completely - for resolution.
I refused for any renewals and got the card and relation cancelled with the bank. In the final call, I was told the Rs. 200/- is what I may have to pay, on my request for confirmation - I was told that in 3-4 days time it will be confirmed to me, and cancellation was processed.
There are no updates after that, and suddenly message for outstanding came to me, upon enquiry different people are sharing different information and proper updates are shared. In first week of Nov 2012, or so I have made a additional payment of Rs. 500/- as per one of the phonebanking officer to clear the accounts. The next week I get a call that Rs. 16,000- plus is due which is a shocker and clear cut fraudulent amount.
Due to the issues, I could never use the Credit card in last couple of years and finally cancelled it. I had availed some offers 2 yrs back which I have asked for cancellation, and refused for any renewals - which was confirmed to me. so there could not be amounts pending towards card accounts anyways.

In spite of all my followups SCB is only adding charges and leading to my mental torture.

Please help me get this sorted out with SCB without any fraudulent charges levied to me.
