I HAVE NOT RECEIVE MY PAN CARD

I have not received my pan card till now. I applied my pan card before one month.I have down load my pan card Number from INTERNET.But till I have not received my pan card on postal.

Sir/Madam,
I had applied for a PAN card on 22 July 2008 at Jodhpur. My form 49 A no. is[protected].
Concerned authority at UTI confirms that it has been dispatched on 5 Aug 2008.
But till date i have not recieved my PAN card.
Whom should I contact now- the Bank authorities or post office authorities?

I have applied for a PAN on 15.09.08. Though same is showing as despatch on 23.09.08 in UTI website, but I ahve not yet recived the card.
