my no mnp is not done

and on[protected] i as told that i[censored] will pay us 99 we'll give u frc of 149 in an offer but today they said that offer is not available, infact there are many lo cost frc's are available
infact mnp is not done
i paid 99 rs on 24th jan
if mnp is done then why shud i pay 40rs extra to grt frc....
