I have the same problem since dec 24, 2010. using Yahoo!Messenger 9.0.0.2152
I found the fixed. My PC is WinXP Pro, Yahoo!Messenger 9.0.0.2152.
Just delete the following registry entry using regedit.exe:
[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternet SettingsZones]
"1806"=dword:00000000
