Cred — Credit Card Bill Payment: Transaction Failed but Amount not Refunded

Paid credit card bill using the cred app, but the transaction failed. The amount got deducted from my bank account and it has not been refunded till now. Today is the 8th working day since the failure of the transaction. Also raised a support ticket 4736412 on their app but they haven't responded after that. I want a full refund of the amount (Rs 28476) along with the late payment penalty payable to the affected customer as per RBI circular RBI/2019-20/67 DPSS.CO.PD No.629/02.01.014/2019-20, which states that any delay beyond T + 1 days in case of failed UPI transactions attracts a penalty of ₹100/- per day if delay is beyond T + 1 day payable to the affected customer.
