D-VoiS - Broadband Pvt. Ltd — Not receiving promised speeds of 4Mbps unlimited; after paying them 1 year advance(IRs 11,000); several complaints made

Renewed with my internet provider; SSV I-on DVois;promised me unlimited 4 Mpbs for the whole year; Receiving only 0.5 - 2 ; with spikes of 3+ occasionally;have continuously written to them through customer care but they keep closing the complaints.
