Delhi Development Authority [DDA] — dda water bill

I am residence of flat no. 35 pocket 1, b-18, sector 34 rohini delhi, not shifted at our house till date but getting the water bill of rs. 1656/-. The house is vacant but still receving the bill. Have already paid amt of 1155 but again we get the new bill of amount 1656. We have called so many times but no one able to recitfy and not we get our money back till date. I submitted application for booking for 1 bhk LIG apartment and application fees was Rs. 10000 however its been over 3 months haven't received the refund

I submitted application form filled on 2nd March and then demanded for registration money to be returned but Shivam from MCube who was calling me and was in touch told me it could be refunded after 3 months when we get another booking and asked me to wait for 3 months for the entire money to be refunded.. It's been 3 months no revert I need my money back via dd at the earliest possible convenience and Gurmeet Singh whose number is there in the email has changed is number and Shivam from MCube is not answering calls..
