Delhi Gurgaon Expressway — the people responsible for toll tax collection

We had booked a cab from sector 29 to chattarpur and at the toll tax we were stopped. The driver was treated badly and car had been parked on the road side. The people took the car keys from the driver and the driver asked us to book another cab as they were not allowing him to move. This incident happened at 1:30 at night. Delhi and gurgaon being the most unsafe cities in india. They should not stop the car if a girl is traveling at this time making it more unsafe for her. What is delhi government and delhi police doing for women safety if they are appointing such people on duty.
