Seller Product COD Fraud

I have ordered a product from website name http://magicalhair.co item is magical red light therapy hair device but recived fake cheap power bank inside the package. Cost of Product 1499

As seller website only having COD option that was fishy.

As my order was COD can we please hold the payment to seller.

Or guide me how to complain regarding seller as on his website no information is available.
