Den Networks — about new package selection according to trai

My vc id is[protected]Kanpur, u. P). My local provider is not giving choice to select channels as my wish. They select channels as per their requirement in which i don't want to need those channels. But according to trai, customer can choice their channels which they paid. But lco does not follow the rules. They simply say to select their pack only. Initial pack also activated by them without any knowledge of me. So i want solution.
