Den Networks — Cable operator not responding

My cable network is not coming and i called The operator Harish, once he said he will come and then afterwards whenever i had tried his no. it was switched of for the whole day and rings only in the night that means he is doing it purposely. He charges extra and never gives bill. i want that somebody should come and check the wire Infact i had spoken with Bhandari also about this but he said he has only 1 person and even he avoids call and disconnect it. can somebody call me.
