DHL — Lost item is being shipped

DHL is holding my package and charging 41% duty. The package contains an item I lost on the plane. The London Heathrow lost-and-found department is shipping it, so it is not a new item. It is the phone that I am using. When we provided all the documents, they are asking us to come to Mumbai to pick it up despite I paid over $190 for shipping.
