DTDC — courier showing successfully delivered but not received by the recipient

I have sent important medical documents of my mother from nagp my brother in pune via dtdc shipment no. M00355780 on 7 march 2020. The tracking status shows successfully delivered on 9 march but my brother has not received the courier.
It's very important courier with all medical records of my mother and i need urgent help in this matter.
I had mentioned mine and my brother's contact number on the courier package. Why the delivery person did not contact before delivering and where did he deliver the package??
