Education — Income certificate delayed

I have applied for income certificate application no. Ssdg/ed/inc/4021259on 6th oct 2021 and i was given the confirmation that it will be done within 10 days but till now the application is pending!
As i'm a student i would need the application to apply in various colleges and their delay is making me worry for my future. Why are govt. Authorities so irresponsible and not punctual. Please help me get the certificate soon. I beg
