Emudra — Not approving Pan Card form

Hi, My parents have lost pan card in the train, and when I have applied for re-issue of the same, I am not satisfied with the answer. I have given all the proofs as per your requirement, except DOB proof. I am not applying for a new Pan card, Already I have sent the Photocopy of the Pancard, and DOB is given in the Voter-I card as well as the Adhaar Card. Then Why I need to give any other document for DOB proof? I belong from a village where there is no Tehsildar, Megistrate only the Sarpanch is there. My parents are not educated they don't have DL, or Passport or any school certificate. My question is only that when already they were having Pan card, then Why do I need to give all the documents again? And if I am asking agent to make the Pan Card for me he doesn't require any DOB proof. How-come he is able to make the PanCard without any document? Please give me a logical answer, I had already paid the fees and if Emudra is not able to make the PanCard then I want refund of the amount which I had paid.
