Fbb — charging money for their brand carry bags

I recently bought some products from ffb market vile Parle East and after paying the for these products I asked the staff for a carry bag and they denied to give me the brand carry bag for free instead they charged me Rs.10 for each carry bag. It is illegal to sell carry bags for money and they should be sued for doing so I would really appreciate if some actios would be taken against this
