Fedex — AWB:[protected] delivered finally after delays but charged 1200 Re without any receipt

My non-commercial documents sent to family was delivered to Indore on Feb 3rd 2022 instead of Jan 28th 2022. The delivery person asked for 1200 Re to handover the package sent from USA otherwise threaten to take it back. No reason for the charges were provided or receipt. Is the charge legitimate or scam by Fedex delivery person???
