Fedex — Package not delivered since one month (it contains blood sample of my pet cat)

I had arranged a courier from Pune to United Kingdom through my vet doctor for my pet's titre test containing his blood sample.

Till today the package is in a fedex location nearby to delivery address in UK, even after so many follow ups there is no response.
