Food Panda — it nearly took 2 hours for the product but haven't delivered

I have received my order till 3:20 p. M ist, order number is s2qy-lnb0/1 that is nearly two hours and the food was not delivered. When i reached the customer care it took nearly 20 min for me, to talk to them and they were like i have checked and i am sorry to inform you that due to rider not available that is why your order is not delivered and i would request you to please allow me another 45 minutes and we will try to deliver your order as soon as possible and they were giving such a silly reasons for not delivering the food. Please check the documents for more details. Thank you!

Please check whats the matter or else i will ask the people only that how is your taxation policy working.
