Gauhati University — not correcting degree passing certificate

I was a student of gauhati university. I have passed my graduation in 2014.in 2016 i have applied for passing certificate. I have done all the documentation and paid 800/- fees also. They were asked to come after 15 days. I went for the same date for collecting my passing certificate. After 3 hours of waiting there i got my passing certificate. But in my passing certificate the year of passing and roll no was wrong that i didn't see at that time. I was too much busy at that time because before 2-3 days of my marriage i collected my passing certificate and as per my experience with gauhati university they don't do any work without taking 10 - 15 days time. That's why i thought i will do the correction later. Then i got married i shifted to mumbai. Now on 01.08.17 i applied for correction through my sister. My sister submitted that original mistake passing certificate along with xerox copy of degree marksheet and registration certificate. They university staff asked her to come after 2 days. On 03.08.2017 my sister took leave from her office and went for collecting my passing certificate. After that they started telling that now it is impossible for reissuing passing certificate. We should have apply at that time. We are applying after 1 year. Now they have to check voucher then they can issue. If we want urgently without checking voucher then we need to pay 200/- (Note : again they are demanding money even for their mistake). Now again they asked my sister to come on monday 07.08.2017. Now i am feeling very hopeless. They are continuously demanding money even for their fault also. They are government employee they get their salary for our work but still they don't do any work without taking money and sometime they refuse to take money and refuse to do work also. I don't know weather i will get my corrected passing certificate or not.in mnc company they want passing certificate along with marksheet for documentation. And without passing certificate i will never apply in mnc company. I fell very shame that i am a student of gauhati university who never help students. Gauhati university has spoiled my carrier.
