GHMC — garbage collector not turning up every day.

I live in a appartment called moiz al naser appartment, very next to sher gate, king kothi, (Abids circle) hyderabad. My complaint is garbage collector is not turning up every day, rather he has made habit of turning up every 2nd day or the 3rd day. And despite taking rs.100 from every flat members. There are about 12 flats. I will appreciate your action. And request you to resolve my problem. Many thanks.
