I have pay to electric bill translation failed, but my bank statement show to debit, up to payment is not refund .

I have recharged my younger brother's number [protected] (Airtel) using google pay the amount was deducted but the recharge is not done.
Please look into this.. I just want to mention the recharge was done today only i. e[protected].

I had transferred RS 1811 on 31.1.2020.that amount has been debited from my account but not credited to the receiver account..More than 20 days it has taken to refund.still not refund my money.
I already ask my bank about this transaction bank said it's successful ask gpay.But in gpay I can't able to raise a complaint against this issue.So I write that here.
Do the needful ASAP.

This is in reference of a transaction which I did of ₹1000 on 05/04/2019 through google pay and transaction was successful however the person didn't receive it. I have spoken with my bank in regards with the same and they said to contact Google pay. Please help me
