Gram Panchayat — non-establishment of library and collection of library fees

Dear sir,

I reside in the dammaiguda village, keesara mandal, hyderabad, telangana. I am staying here for the past 15 years and paying house tax regularly. House tax concludes librarycess as well. They are imposing library cess on me for the past fifteen years and not maintaining library. Library does not exist at all still now. Let me know as why i have to pay library fees as they are not providing library facility to me. I request you to kindly look into this.
