Gram Panchayat — panchayat allegations in recycle bin

Our pm has emphasized the requirement for creating a legal plan to organize "mission swachhbharat" but now it is going down because of some phachayat officers, in kulappuram village (Kanyakumari district, tamilnadu) we found swachhbharat recycle bin are throughout downward from last 8 months, people never used it once, these collapsed recycle bin's are near and around half kilometers from kulappuram panchayat office. There are many cases like this in our country. So please take immediate action against panchayat allegations.
