Gram Panchayat — Water draining system not available in villege many time complaints raised before gram pradhan but nothing happens

As me and my family living in this village since 9 years gram pradhan has been changed but water drainage system as it was. Mr. Vinod bharti is gram pradhan at present and we raise the complaint tha water stored before my home and its smelling very bad its been very difficult to stay here...
Please suggest how it can be short out as soon as possible because in raining season it will be horrible all the polutaed water will be in our home..

Kindly do needful on urgent basis.
