HDFC Bank Fastag — fastag not delivered but amount deducted

I received a mail stating the application reference number : hfr029906 I didnot receive any other communication but amount got deducted immedialtely. Post this, i have made atleast 10 calls to check the status but they never delivered the fastag nor the amount was refunded. The mail received was on 6th feb 2018. Fastag Team is unable to help me in this matter. That is why I have brought this up in this forum.
