HDFC Bank — fastag not delivered

Please note that i had applied for the fast tag on 29th dec 2019, and i had received a text message saying that fast tag has been issued successfully, but till today the fast tag is not received. Fast tag reference no. Is hfr 762689. Hdfc advertise that fast tag will be delivered in 7 working days, but till not its not delivered, which is really awful and stressful. Who will be liable for any penalties or fines which i have to pay any circumstances. This is really bad.
