HDFC Bank Forex Card — forex card - refuse to reverse transaction even after merchant confirmation

Wrong Transaction NOT BEING reversed after 30 days.
Merchant has provided written confirmation that it's invalid transaction.

There were 3 wrong transaction and 2 of them reversed within 30 days.
But, last one not being done for more than 30 days.

Customer care person confirmed that Complaint is time pass activity and keep repeating reversal with happen after 30 days.
After 30 days, they changed to 30 Working days.

If some can be done (customer care rep refused to provide reason for reversing 1 tran within 30 days), why cant the others ?
If it's going to take 30 working days in spite of Merchant confirmation, Why ask for Complaint and what will you do with complaint - Just Ignore...
