HDFC Bank Customer Care's response Dear Customer,

We have checked our records and confirm that the said charges are levied to your account pertains to ECS debit return charges. In terms of Clearing guidelines, issued by RBI, the clear fund's balance available in the account at the beginning of the day would be considered for the purpose of ECS(s) received in the clearing. We note that in your said account, the clear fund's balance at the time of presentation of the said ECS(s), was not sufficient to cover the ECS(s) received in the clearing. Therefore the ECS(s) was returned due to insufficient funds and the corresponding charges for ECS(s) dishonor were levied to your account. Kindly note that these charges attract GST as applicable. We advise you to maintain sufficient clear funds balance in the account in the future, at the time of issuance of the ECS(s), to avoid the ECS(s) return charges being levied to your account.
