HDFC Bank — noc for hdfc credit card : [protected]

I had taken a credit card from hdfc. Card no: [protected] in the year 2013. There were some late payments due to financial crisis. After clearing the total dues i have closed this card in the year 2016.
Still when i apply for any loan or credit card, this factor comes as an issue and banks decline my request of loan and card. Its more than two yeras the card is closed by clearing all due payments. I request you to please issue noc regarding this so that it does not effect my financial credit report.
I applied for personal loan from icici bank where i have my salary account. It was declined by giving the above as reason. Even hdfc bank has declined my request of new credit card with the same reason. Request your help.
