HDFC Bank — personal loan

I have applied for personal loan for very small amount 60000 rs and told to give at the rate of 12% but they provided at 16% and promised that they will reduce to 14.8%

My personal banker was very worst and not picking my calls.. Also swathi is the person from bangalore who processed the loan with high interest and more delay

Please help me in this issue

Charan teja Reddy who is the manager put leave and delay loan process for all customers..
