HDFC Bank — Rate of Interest issue

I had taken home loan and as per my current rate of interest is 10.3 % but now as per HDFC bank website mansion % is 9.90 to 10.40. I can’t understand your method how to calculate my rate interest rate. I have doubt of my interest is @10% and you are you deduct 10.3%. Kindly clarify this matter at earliest.
