HDFC Bank — requesting noc letter from hdfc bank ( this is the worst bank in india)

I have closed my credit card before and I got some massage also after that I not got any mail from hdfc bank.
Now hdfc customer care center saying again need to send one letter to the Chennai branch.

In HDFC bank customer care not respond query and also if you connect to phone banking for customer care you need to wait for around 20 MInts time to talk with them if you connect also they won't respond properly.

As I hear before this is the worst bank in India.
