HDFC Bank — unfair charges

My name is harinder pal. I have loan in hdfc bank.. emi of 9407 .. during this moritiorioum.. this month i am unable to pay emi.. but my balance is available in account.. today i got debited 8708 rs loan manual hold charges.. what type of charges are there.. i want my refund back to my account bcz i have to pay my emi
