Hero Motocorp — Regarding Fuel Average

Dear Sir/Mam, My self Arpit I purchased Hero Pleasure from Ganesh Auto ( Rajkot, Gujarat) Since 5 months During Purchase they told me Its give fuel average 50 km/Ltr.But currently it gives 20 Km/Ltr. So i complaints them but they told me they can do after 3000 km.So there is any rules for that They cannot do before 3000 Km.During 3000 Km its much costly to drive Why company give so much advertise for fuel average if its not possible?
