Indane (Indian Oil) — not refunding the full amount for a cancelled payment directly to my bank account

I had made payment of rs.742.72 for a gas cylinder on indian oil website on 1st june 2019. I got an sms that the payment was canceled. When the delivery boy delivered the cylinder and asked for the amount, i paid him in cash and received the cylinder.

For my surprise after a few days, that amount was not returned back to my credit card and it was on my credit card bill. I contacted indian oil customer complaints number[protected] and raised a complaint with a complaint sr no - 1-[protected]

I got a reply from indian oil to collect the amount from the distributor. When i contacted the distributor regarding the refund, he was telling that he can't return the entire amount of rs.742.72 which includes some online transaction charges and he will return only the amount for the cylinder after checking his bank account. He also told that he can give only check and cannot pay me in cash as he needs a proof that he has returned me the amount properly.

I again contacted the customer complaints number[protected] and informed that i required the full amount transferred back to my bank account, where they reponed the same complaint sr no - 1-[protected] and then gave the same reply that to collect the amount from the distributor and closed this complaint.

As per my knowledge, when any online transaction gets canceled, the amount should get refunded back to the source (Bank account, debit or credit card).

Totally surprised and frustrated with the services of indian oil and the incapability of such a big company doing crores of transactions every day and not handling failed online transactions properly, like refunding the transaction amount back to the source of payment (Bank, debit or credit card).

1. Why should i go through so many hassles for a failed payment like going to the distributor's office and collecting a check and again going to my bank to enchase it?

2. Why should i get a lesser amount of what was made as a transaction online (Less than rs.742.47) and which got failed due to some server issues of indian oil?

3. Who is responsible to pay me the transaction charges which i maid for the payment. Is this the way, how a government-run organisation follows digital india payments?
