India Post — lic bond deliver to wrong person by postman

Hello sir, my name, ankush rambhau jumde, my lic bond lic office, dispatched to indian post in february and dispatched for the delivery, but the postman did not deliver it to my address and gave it to some unknown person and the postman himself signature which i have not got any help so far...
