Indian Bank — infrastructure provided in banks

This is regarding indian bank katwaria sarai qia new delhi branch.

I have received a new atm card on 20.1.2019. The new card is first activated by the concerned bank afterwards the customer has to activate it by password.

Since 21.1.2019 till date i am approaching almost the whole day to indian bank katwaria sarai qia branch to get the card activated initially. But i am bluntly told that the card could not be activated as no network connection.

Is it possible that a branch in big posh area is managing its work without network connection almost whole day and all working days?
