Indian Bank — successful transaction but money not reached the receiver

Dear sir,
I sent rs.414/- to a shop keeper through phonepe. It was a successful transaction. My money got deducted from my account. But the receiver didn't able to get the amount. So i called phonepe customer care. They told me to recheck the shopkeeper account. And also told me to raise a complaint in my indian bank. And i did so. The shopkeeper said that the amount didn't reach his account. And i went to my indian bank branch. They told me that they couldn't do anything in this matter. And also they said that i should ask phonepe only. So once again i call to phonepe customer care. And they told me to raise a chargeback form in my bank branch. What should i do now? Please help me in this regard.
