Indian Oil Corporation [IOC] — Automatically cancel and booking by distributor but cylinder not delivered

I (Gurvinder Singh ) have a connection number CX[protected]. I book my cylinder on online booking on 28.12.2015 .My booking automatically cancelled by distributor ( Rupnagar Gas Agency) and booking same on 02.01.2016 . On 03.01.2016 the delivery boy name i don't know came to my house and told my sick wife to came out on the road and take your gas delivery my wife told him brother i am sick and deep wound on my left leg due to this i m unable to walk how can i walk 100 metre for gas cylinder kindly bring here but he refused and told he delivered any other day.now till today my gas cylinder is not delivered i phone on his office no-[protected] several time but the no body take interest in this issue. Kindly Take steps to resolve this Problem in earliest matter because my second cylinder gone to be empty.
