Indian Oil Corporation [IOC] — defect in machine / cheating in filling

On 22.09.2017, i went to kurukshetra filling station, pipli road, kurukshetra (Iocl) and asked the salesman to fill petrol of rs.100/- in my motor cycle make bajaj discover. As he put the pump in the fuel tank and pulled the lever the machine got hanged immediately making a noise, the lever was kept pulled, but the machine was not working and showing rs. 193/- in the meter. Then, he called another salesman and asked to check the machine, who told that there is some problem in the machine, we are checking it and will make some solution. They noted the readings and told that we are checking, till then you have to pay rs.100/- for the petrol. I told that no petrol has been filled in my motor cycle and machine is showing rs. 193/- in the meter, so why should i pay, i will wait for solution, please check the machine and the quantity properly. Then one old person owner/manager came out from the office and i met him to tell about the problem. The salesman, dealing with me, told the machine got hanged immediately within 1 or 2 seconds. They check again and whispered with each other, then the owner/ manager told that our machine is okay and you have to pay rs.100/-. I asked about the meter reading which is rs.193/-, but he is asking to pay rs. 100/- only, why? Then the owner/manager got angry and told it is our headache, we will check, you just pay rs. 100/-. I paid rs.100/- to avoid the quarrel with them and leave the fuel station. After some time i again went to the same fuel station and asked for the bill of rs. 100/- i have paid. Then, the salesman told me that we have checked the machine, there was some problem in it and petrol of rs. 77/- was filled in your motor cycle, so a balance of rs. 23/- is left towards our side. Then i again asked that the machine was got hanged immediately (Took just 1 or 2 seconds only), how it is possible that in just 1 or 2 seconds petrol of rs.77/- filled and moreover the machine was showing reading rs.193/-, what about that. The salesman has no reply and again told that we found that petrol of rs. 77/- was filled in your motor cycle, so a balance of rs. 23/- is left towards our side. They accepted that there was some problem in the machine and balance of rs. 23/- (They decided) is left and provide me bill for rs.100/-, while no fuel has been filled, the machine was showing rs. 193/- so how can they decide the quantity of the petrol filled (They failed to explain). The incident shows that the staff of the kurukshetra filling station is cheating the customers with the quantity of the fuel. When i discussed the incident with some more people, i came to know that the staff is used to misbehave with the customers. It is requested that, kindly got checked the machines and record (Mainly date 22.09.2017) and take adequate action against the said fuel station.
