Indian Oil Corporation [IOC] — Fuel refill fraud by Indian Oil dealer

This complaint is about an Indian Oil fuel distributor/retailer/dealer named Aakash Agencies, 2, Rattan Bazaar, Chennai - 600003.
Of late, this is not the first time that I have encountered this issue with the fuel station. Whenever I go to this fuel station and ask to refill petrol for 100 bucks the staff personnel fills it either for 40 or 50 rupees pretending as if they never listened to what I said. They divert the customers when you are about to look at the calibration meter. In my recent encounter, the staff was trying to divert me (asking me to keep my helmet down on the platform) and he refilled petrol for 40 rupees even before I could look up at the calibration meter. Every staff is a trained fraudster in playing these tactics and I have encountered the same issue with almost every staff. Please take action against this dealer who has cheated so many customers till date.
