Indian Oil Corporation [IOC] — no delivery of gas cylinder inspite of booking

Sir/madam,
I had booked for my refill cylinder on 7th april 2019 and got a message from them they would deliver it within 13 days. It has been one month since and i tried calling them and a voice message on the other end said that all booking till 9th of april has been delivered. This is not the first time we are facing this. My details are as follows-:
