Indian Oil Corporation [IOC] — Not filling correct quantity of petrol

I have witnessed that an customer asked to fill one litre of petrol in one litre bottle. But the bunk employee filled only 75percent of one litre bottle but the reading meter shows 1 litre in the machine. Machine shows 1 litre but not filled 1 litre in bottle. When the customer asked the employee, he managing with multiple reasons. Then the bunk employee told other employees not to fill customers with bottle/can.please take necessary steps since people in bike/car are getting cheated by checking the meter but filling less quantity of petrol.
