Indian Oil Corporation — want to change name or transfer my gas connection

My consumer number is 2431, consumer name is sarbans singh banga, agency is prakash gas services., i am continuously coming to agency for tarnsfer my connection but the person who is incharge does not have any timing of meeting his consumers because of that person i have been coming regularly to meet him but he is never been there, so please response to my complaint and help me to continue my indian oil service
